Okay, where to start. I created a ticket about 4 days ago, 1 day after opening the account. With no luck, I keep getting the same bone head answer "we can connect, you should be able to as well". Heres the problem:
Keep in mind, I have used FTP through Filezilla and Core FTP Lite in other places.
I opened the account and tried to setup through Core FTP Lite, no good. Cannot connect. I found the link in "FTP Accounts" that has premade settings, you just open the file to use it. Still no luck. Here is what I recieve:

I then proceeded to try on Filezilla, and like before, nothing. Once again I found the link in "FTP Accounts" for automatic setup through registry keys for Filezilla, yet it still does not work. Here is what I recieve:
Status: Resolving address of philteck.com
Status: Connecting to 188.8.131.52:21...
Status: Connection attempt failed with "EACCES - Permission denied".
Error: Could not connect to server
I thought maybe my firewall was preventing it, so I made exceptions. Nothing. I made rules for inbound and outbound for Filezilla, Core FTP Lite, and port 21, still nothing. I turned off my firewall, and anti-virus, still nothing. I even unplugged from my wireless router, and plugged the modem in directly to my computer, still nothing.
I can ping my domain, run a traceroute. I cannot run telnet through cmd prompt, it wont connect.
I am no professional at this, but like I said, Ive used it before. I am honestly at my wits end because I have paid for a site I can't seem to connect to upload files. Which reminds me, I can't even use Unlimited FTP. It can't connect.
I've recieved many emails from "level 1" support staffers and still no help. I recieved 2 of the exact same replies from two different people "your username is blabla your password is blabla". This is useless to me, I remember my information. I know thye're being nice, but to open every communication with something like "We apologize for the trouble you've been having" it really doesnt help. I've been told twice now, by Corbin that since he can connect, there isnt anything they can do.
I dont want to resort to cancelling the account, because I HAVE heard great things about HM. On the other hand I simply cannot pay for a service I wont be able to use.

I'd recommend editing that post to remove your IP/port number from the post.
It also looks as if you are trying to connect to just the IP instead of user@IP or user@domain. Unless you are paying for a dedicated server, this is not allowed as you would have root access to all accounts on that server.
your FTPD settings should look like this:
host: www.yourdomain.com -or- user@serverIP
login: username or email@example.com (the 2nd is used for anyone other than the primary owner of the account).
Thats not my IP, it is the domain. Read my post again, the settings are all correct..I'm not new to using FTP. I know how "it should look".
Any one else have some input?
Someone on the Filezilla forums may be able to help you, a similar problem occurred that is posted here.
Thanks Chella, I've searched their forums already and found that post =p but I appreciate it. The only difference being, I can't ftp with Windows Explorer either. It all adds up to something blocking the connection, I just cant figure out what.
try a command line ftp
if you can't do it from there, you know the problem is you

Well it seems we have the same problem, I have tried everything you did but still is not working....
