Earlier in the day, I installed a bunch of extensions through Magento Connect Manager. When I went to go back to my Admin section, I got the 503 Error. But if i go back to Magento Connect it works. and If you navigate to the homepage of the site and you get the 503 error as well.

“Service Temporarily Unavailable
The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later.”

Under CPU Throttling, I find this message: During the past 24 hours your account has been throttled for a total of 81.058 seconds. (I looked because I briefly had Tomato Cart and it worked great until it begun to lag, and I noticed I had the throttling message. I opened a ticket and was told me it was not them but had been a scripting error, but i had installed it through Simple Scripts, so I uninstalled and make sure all the files were deleted, tried reinstalling it and that didn't help, so finally I made the decision to try Magento.)

So since IT told me last time it was a scripting issue with Tomato Cart, is there anything i can do, uninstall and reinstall? any quick fix?

almost all hosting provide PHP. You just copy your PHP file to host. Not need to develop from beginning, except you want to build your own server .
